I need advice about an art commission from another artist

Sorry for a lack of activity here, I'm kinda stressed with my home stuff (I'm living in one room with a relative I REALLY don't like). I have some sketches and I want to post them, but I need to catch a good time for user activity, because I don't want additional stress after no comments and no feedback. %3 (I'm sorry... it was always necessary for me).
Help me, please. In 2014, I found the artist who drew some pictures I saw when I just found out about furries, and I wanted a picture from him drawn special for me. So I commissioned him (and paid quite high price... for my country xD). I know he owes some commissions, but he uploads drawings VERY rarely. He asked me about refund once, but I stated I wanted the commission. But it was a long time ago. He also sent me a sketch once, but it was very-very rough (like... how he imagines the pose) and... well, he can do better. Don't blame me, but I don't want to pay for such simple sketch I can't use anywhere. Can I ask about a full refund?
And... my currency is rouble. It's very cheap now. I had some dollars on my paypal account, others paid me for my commissions. And later paypal counted them as roubles so I lost some dollars because rouble is cheaper now. :T I'm afraid, that if he refunds me, I will get less than I paid. Will paypal return me money with an old or new exchange rate? (I paid in dollars... but paypal counts money on my account in roubles, it seems).

So say the exchange rate was 1:1 when you paid him, you would pay 10 roubels for something and he would get 10 dollars.
Then if the value of the roubel went down to half the amount of dollars [just as an example], he would refund you 10 dollars [how much he was paid] and you would receive 5 roubels.
It sucks but that's the way it is. :( I'm not sure if there's a way to have PayPal keep currencies that aren't your own or if they automatically exchange no matter what.
As for the full refund, if I was him I would have no trouble giving you a full refund, but it's likely his ToS says he is only obligated to give you a refund minus the cost of whatever sketch he did for you. It's a pretty rough situation, but there's no harm in asking him if you'd now rather have the refund than the art. Just make sure to be polite [which I'm sure you would]! :)

As for currency rate, you can't do anything about it. Rubles are just going down and down and down and the longer you wait the less you will get in return. It's why I also ask people to pay me in my own currency (paypal will change your currency into USD or CAD or whatever dollar you want) for you and balance the exchange. But because the exchange rates change every single day, there is no guarantee you would get everything back because of it. It's the unfortunate part about un-equal dollars. I just looked at the Ruble dollar drop and it's 66 rubles to an american dollar. Paypal doesn't always use up-to-date exchange rates either. So be aware of that you may get back more than what the current rate is (this current minute anyway since it changes constantly.)
If the ruble went down since then, you will get more, not less if you get refunded now
