Mayor Computer Issues! NEED Assistance!

My computer is kinda powerful, but no matter how powerful it is, it's a sore work to navigate without the desktop.
explorer.exe won't load during startup and nether can I luanch it through the taskbar.
I run Windows 8.1 on my computer.
I periodically get it to work but I have no confirmed way of what I did to make it work.
Please help, I won't be able to draw unless I get this fixed.

Did you install updates or any new software?
Did you make changes to the registry?
Did you run an antivirus scan on your computer?
You said Windows Explorer isn't working, do other programs, even simple ones like calculator, or something like a game work?
It's windows explorer, not internet explorer.
So I had no desktop, no icon, no start menu.
