So, I saw on someones page, a badge for 
TrustedCommissioners , and was like, 'Wow, I pay when I say I will, I've always come in with the money. Maybe I should get that for my page. And then I clicked it.

additionally i believe it was only for the "tag" picture/name anyways so... your thinking isn't far off.
They dont always reflect on the person when you actually get to buesness
