Did you download the game and let it auto-install after? Try not having it download in background, I've had this occur with a game before. Then again, there's always google around to help out :p

Be patient and let it install fully.. or you could do what I do and buy the disc.. it's really cheap for PS3 because of how badly it was dumbed down x.x

If a game is going to hurt gameplay and graphics wise they shouldn't release it on PS3... Sadly.. Dragon Age Inquisition was one of those games.
