So i wanted to ask for all of your advice. I am looking for a couple of things.

First I need a really good art program for Windows 8.1. I heard about SAI if i wanted to pay for it. Ive also heard that GIMP is really good too and its free. what do you guys think?

Second, I need a good programs for streaming my art. any ideas?
