Electrical problem on my Dodge may be solved

Hunting is not a sport. In order for it to be a sport,.. both sites must know they're playing a game!!
I just have to fix what I found, after reviewing wiring diagrams for my 04 Dodge neon and actually tracing down the wiring harnesses on the car I found a sub-wiring harness that somebody had moved in a wrong way it loops under the subframe when it should actually go over top of the frame so it does not come in contact with the ground it also appears that somebody has spliced into some of the wiring at this point, this wiring goes to the right front marker light and also the windshield washer fluid pump my front marker lights do not work and neither does the windshield washer fluid pump three of the wires and the harness are exposed and broken where it appears that somebody tried to spliced them but did a very bad job of doing so, I guess said there are three broken wires but I only have five contacts so I have to trace down one of the wires inside the harness so I have all three of the wires to put back together and then maybe everything else will work properly I will redirect the wiring harness the way it should have been done begin with so it no longer comes in contact with the ground, all this means is I have to cut back some of the plastic casing make sure that I have the right wire going to the right place and then reading casing the wiring harness.
I also found that I do not have a Jack or lug wrench so I will be buying one of those for the vehicle do not like going around without a Jack just in case something does go wrong on the road and hazard markers.
On the electrical problem "#15 fuse 15A" was burnt out I used a fuse from the fuse box same amperage and all of the running lights seem to work fine except the front marker lights so that's when I started tracing down the wiring problem and found the broken harness and I was going to jack up the car so I can get under their better to work on it and found I didn't have a Jack, so now I will have to go get one of those some fusible links and some small gauge wire and that should solve the electrical problems.

I wonder if someone either tried to add something to the line and then removed it, or tried to hotwire it.

It looks like somebody tried to add something like a another set of lights or something like that and then removed it but did a very shabby job of wiring
