Well, basically, In skyrim, things you do barely have an effect, while the smae thing in the hands of an enemy is a Hirosima bomb. See fireball. Player uses fireball: No effect basically. Enemy uses fireball: Loading screen.

Ah! I agree entirely. Have you ever played TES Morrowind? It has a balancing system that has individual enemy NPC's own their own level, skill set and weapons entirely independant of the player.
