First off, don't go for the latest model. Let others be beta testers for the hardware and software. For the most part the previous model year if not the one before that can be just as capable.
Oh and I would suggest you not choose apple, you will overpay and get less.
Microsoft Surface Pro II is the best compact tablet with a Wacom digitizer you can realistically get for the money. They are not the latest model and they are deeply discounted yet they are better than the newest ones in my opinion. They moved to an N-trig digitizer and they are garbage and need to die in a fire. The Surface Pro II is well made and has a full Windows operating system. Don't bother with getting the Microsoft keyboards unless the one you want is dirt cheap, they aren't worth what MS is wanting for them and any bluetooth keyboard will work if you want one.
I use a "M13" , a 7" gsm enabled unit, since 4 years and am quite happy. I had to replace it's battery after 3 years, but by using a more powerful unit, I actually extended it's runtime.
That's the unit. I am amazed it's still on sale. There are units with dualcore CPU's around nowadays, which actually are cheaper AND come with Bluetooth and / or other functions ,and which aren't noticeably more expensive.
However, a 7" unit is not exactly optimal for an artist - too little real estate for drawing.
When you need a unit with "cheap", this here is based on a standard electronics which you find in a ton of "brand name" devices, just that they sell it directly from the factory .- and this series get's the batteries that didn't pass the quality requirements Dell, LG and other brand name manufacturers have.
In short: It's a solid device with a weak battery.
When you want good time on batteries, a pretty powerful CPU and GPU at a price that some call "pocketmoney", that this unit might be your friend.
It's using the 4-core version of the above unit's electronics, but has an industry standard battery.
These units are selected with the primary focus on price, and the secondary on reliability.

A friend has a very nice Lenovo, which cost him around $1600
