Hello followers, I need some advice

As some of you may or may not know, I commissioned an artist some months ago and they disappeared on me. Now they are back and offering commissions and they have blocked me from commenting on their submissions or user-page. They owe me $200 worth of commissions. I have accepted that I may never get my money back, but I am worried that other people will be scammed by this artist like I was. Any advice on how to ensure this? I have heard of sites like Artist-beware, but I am not certain of how up to date or effective they are. Anyone know good up to date sites?
I can't imagine any artist ever skipping out like that especially with that much money on the table, pretty deplorable.
Can you maybe send me a note who did this?
