It seems the voting box is effectively being 'stuffed' by a single group of devout followers of John C Wright and Theodore Beale. If even half of what this article says is true, these guys are the most homophobic, islamaphobic, and no-doubt furry-phobic authors I've ever heard of. And it seems they've swept the nominations this year thanks to their White Knights.
I need to read a few more articles on this fiasco before I seriously buy into the whole story, but on the face of it, it's a pathetic example of democracy in action, and an insult to previous winners, one of whom I sorta know and who will likely have a very interesting and amusing journal about it in a week or two: Ursula Vernon.
Then again, bigotry tends to always reach it's worst display when it feels it is on the way out.

Oscars == Closed doors + small group of privileged people + same people every time who can veto votes if they like
Hugo == open doors + random sized group + whoever wants to partake + no one with veto power
closed doors + small group + veto power == open doors + random group + no veto
.. umm...
Ok, so they both result in questionable and dubious results that aren't at all quantitative. I guess that's your point. And on that I agree. But it's useless trying to convince anyone of this using an equal methods argument.
So I have reasons to believe he's making stuff up, blowing things up or at the very least twist the truth a bit. That's not saying I wouldn't be surprised if this was actually happening, everyone wants to have their time in the limelight every now and then and there ARE sharks out there.
