Question about editing comments

Why is it that sometimes i can edit comments on journals and other times i cant? I know that i have to wait a little bit for the option to appear but some times it doesnt come up at all. if anyone could help id really appreciate the info!
I know that you can't edit them after a few minutes. Like after 5 minutes I think.
