I do not need, neither want it anymore.
First, I mainly use it for EBay, and soon eBay wont work with PayPal.
Second, its not like I take many commissions honestly.
I read the new terms and conditions and, to be honest, I do not agree with them.
I do not "find acceptable" to pay 2500$ if I violate any terms of use. Not in PayPal, not in any single place, this is a condition I do not agree with.
Now many of people will go and copy paste a "here are 3 steps to follow for a safe transaction..." Blah blah blah BULLSHIT.
The "service" I offer will be clearly in the prohibited list. I do not wish to play hide and seek with it.
They forbid "certain sexual oriented materials", yes, I'm sure my art gets in that group.
No no. I may make 150$ a year with drawings, its definitely not worth it for me.
Even if there's a way they wont ever find out, I just do not agree with the terms they have.

PayPal just states they automatically agree once it goes live.

I really doubt i could do as much "damage" to be punished with that amount, BUT i don't want to agree to:
"You acknowledge and agree that $2,500.00 USD per violation of the Acceptable Use Policy is presently a reasonable minimum estimate of PayPal's actual damages considering all currently existing circumstances"
i don't want to agree because:
1.- Simply i don't think that amount is reasonable (point of view) i might be wrong but that's what i think. Just for that simple point it's enough for me not to stay.
2.- I don't understand half of it: reasonable minimum estimate of WHAT damages considering WHAT actual circumstances? it's too ambiguous for me to be to be comfortable with it.

10.5(a) 10.3 Actions by PayPal - Restricted Activities. And last, on the prohibited list, we have:
(i) certain sexually oriented materials or services who decides what is "certain" here? i can draw non sexual bondage, it can be considered sexual for another person.
I decided i'm not going to use paypal anymore. I just don't like the new terms.
Technically, they already had this ability. Paypal can freeze any account during a dispute (or if they "suspect" strange activity, like creating a charity fund-raising account) and retain the money. They can do this because they are not a bank, and are not subject to the same regulations as banks. I think they have either increased the "minimum" amount, or placed an upper limit.
I do not fault you for not using paypal. But it will make it difficult for commissioners to pay you.

basically the fine is "if the violation/s are bad enough; they have the legal ability to file fine/lawsuit for that 2500. will they? usually no actually. unless you really have done bad enough to earn it.
this kinda "big annoying wording" is why so many have just ignored it's stuff cuz PP always gives annoying updates that are really nothing new or updated to what it was before when first signing up. :)
if you don't violate their terms, you're golden. if you do, then just play it smart and safe to avoid the troubles that can follow. (though playing it safe without violations is always nicer, ya know? ^^)

Even if they are not, and i can "play it safe", i do not agree that a 2500$ fine minimum is acceptable. It definetelly it's not, and i'm not standing with them in that point.
Most often they wont, but it's mostly toward more "large scale violators" :)
I didn't knew about this 2500$ for buying adult stuff.....
Maybe I should get out there before go into trouble.
Do you have any other recomendation of website to this kind of service?
I'll be looking into alternatives... What are you going to use to shop on eBay, instead?
