Paypal/Steam help?

Long story short: I added money in card, entered correct paypal info in steam, transaction didn't go through, so I repeated it like 6 times in around 2 hours. Result is, my card has 150 euro BOUND to it as owed from payments and I have to pay an artist soon, which at the moment I am not sure if the card will allow.
What do, who's to blame @_@ ? Paypal AND Steam seem to have no track on the money except for steam having the failed purchases. Who's fault is it in the first place @n@? Did steam bugg or something?

Probably there was some malfunction on the server due to the traffic, as already mentioned. But you shouldn't have repeated the payment 6 times If I were you I'd contact first the transaction agent - paypal.
Transaction was between you and steam with paypal as the middleman (bank with credit card only realizes payment request that comes from paypal) so maybe try contactig paypal.
If you let steam automatically use paypal without you having to log in, paypal auto withdraws from your bank, instead of any linked cards. I have my paypal master card as the default payment option but when I had paypal linked to my steam and steam just auto withdrew, it withdrew the money from my bank and almost caused me problems rather than using my card. It's because paypal are morons and want to use your bank more than a credit card or something and you aren't allowed to make the card higher priority than your bank.
If you go through the method of paying with paypal on steam that takes you to the paypal site to log you in where it shows what option is goingt o be used to pay, and lets you change this, then you don't have to worry about auto withdraw from the wrong source. If you did the one click payment sort of thing, where it doesn't even take you to paypal's site, then it auto withdraws from the dumbest location paypal can think of.
Contact Valve, if you want to get the game at it's discount and ask them why the transactions failed and if they will give you the ability to get that game at it's discounted price later when you fix the payment issues. Contact paypal, or the card company, to ask about the charges and try to get everything fixed. Never again submit a payment request multiple times unless you're absolutely certain it won't duplicate the transaction. If your account is in good standing and they think it was an actual mistake, they may undo the charges against the account, usually a one time thing. Just recently I had $150 in bounced check fees hit me, and late fees and interest, because my bank didn't transfer the money like i wanted to the one account I needed. I called the several creditors and the bank and got all these fees removed and undone. You just need to make the call and explain the situation clearly and usually it'll be handled for you. If you have an on time payment history and all, no bad marks on your credit record.
