Johnny Test has a few AR episodes. Bo bobo bo bo bobo has AR to toddler in one episode. KND has Operation FOUNTAIN (I think that's the name).

They're usually plagued by very bad delivery or a bad plot. There's not many good ways to use diapers, age regression, or incontinence in a way that doesn't make things... awkward. Let's take Squid Baby as an example. Pretty much everything in the episode is almost painfully awkward. The beginning makes no sense. I refuse to believe that the two main characters are acting in character when they're playing with baby toys. From when I was young enough to watch earlier episodes, I know that this makes no sense. Squidward has taken plenty of hits to the head in the past, and he's never had such severe consequences come of it, and the most awkward part is how he is an adult that cannot act as an adult. Not to mention, they use the fact that he's not actually a baby to try to get away with so many worse gags, like GIVING HIM MORE HEAD TRAUMA. In other words, something that could make his condition permanent. Not to mention, they also take him to work, which was pointless, he shits himself in public, which was not only pointless, but gross, and all of the jokes that come from his condition as a plot point are pointless, and most of them are gross.
You can argue that that was just ham-handed later season spongebob for you, but even if you look back... the tom and jerry episode that people mention a lot, at the end I believe that tom is force-fed castor oil. From what I hear, that stuff is a painful laxative (i.e. causes painful cramps), that essentially gives you urge incontinence if you take and swallow it, which is pretty messed up. I haven't seen a lot of the other episodes mentioned here, but the ones I have seen are pretty awkward, or fucked up beyond all reason.
Seriously, if you don't like it, that's fine, but we don't need to know.
Also, Spongebob isn't exactly known for it's logic. And Tom has endured far more painful stuff than stomach cramps (like anvils, irons or bowling balls falling on virtually any part of his body, or explosions from explosives (dynamite, bombs) and fireworks)
I guess I probably should have linked to a video with a similar sentiment and called it a day, at least for Squid Baby, because youtube has plenty of people that hate that episode.
As for your later points, from what I remember, Spongebob at least has (or had?) consistency; the characters did act pretty consistent. It was a little cheap to say that the head injury as a plot device didn't make sense, but when you compare to another episode about immature adults taking care of (essentially) an infant, this theme was already done, and was handled much better (I believe the episode was "Rock-a-bye bivalve," or something to that effect). As for the Tom and Jerry thing, the way I recall it, was vastly different than anything you described. There's a difference between cartoony slapstick and this... you could just say I'm overthinking that part but the first time I saw it, it really bugged me, to a point that I'd actually mention it.

In Batman TAS... there is an episode where they introduced a villain named "BabyDoll", a woman with enanims that wanted to live in a fantastic world where she is a baby forever, as in the TVShow she used to play as aprotagonist on the story, long years before.
In Sailor Moon there is an episode where ChibiMoon and Usagi Swap ages during the episode. And both of them enjoy their new roles (funny fact, Chibimoon is the daughter of Usagi, but Usagi didn't know that).
There are lots of episodes of TV series with Age Regression and AB/DL material. I actually blame some of them to make me like the age regression topic. jeh
