I managed to get one for PC! I just hope it doesn't require any sort of bluetooth connection to work. My guess is it'll work through your Bethesda.net account.

I'm not sure whether to consider myself fortunate or highly screwed to not possess a phone even capable of running the app.

I guess I'll wait and see, and play Fallout 4 a year after it's out, when all the DLCs are packed together and the thing's on Steam sale.
