Are not all malls Public?

Are not all malls Public? I ask because the one here in Lakewood is & has been baning any & all homeless person they find who pan-handles money on or around thier propity! So are they Public or Private?

Public because anyone can go shopping there.
Private because businesses are trying to sell their products. If enough people complain. They owners of the mall have no choice but to have security.
That's my understanding.

As far as I know all malls are open to the public but like all businesses they have options at their disposal for which they want to do business by. Like some businesses don't like soliciting or loitering. Some may not allow rollerskating/blading or skateboards on their property. And also it's unfortunate but still their choice not to allow "pan-handlers" (I can think of an even worse term but won't say it).
Some people might think being approached by a stranger (albeit needy ones) an intrusion. It all goes back to the humanity thing. I actually gave 3 dollars in nickles to a homeless man once. But that's me.
