There isn't even a bill yet, just some neckbeards fearmongering on the internet (when you see the guy's beard in the video you'll see what I mean XD)... Looked up one of the old bills they tried to pass and it's not as bad as they make it out to be.

It sounds like what they are doing is allowing works to be copied *if* the works are considered "orphaned works" meaning no original author can be contacted or located. A new copyright registry would be a way to for sure prevent your authorship from being lost. The neckbeards are telling everyone that if you don't register, you'll automatically have no rights to the art you make, as an artist, but this isn't true.
