That was posted for the Flight Rising comic contest that went on a little while back, but I just realized... that's one exceedingly cheerful mirror dragon.
He celebrates all the holidays, probably just as an excuse to drink sugar water and collect lots of s. That's the dracobug way.
I imagine that after he says "I hope you are enjoying the 1! If you bring me some s, we can trade!", he waves his little pink flag around and is just like "Yay! Made-up holidays! Bring on the sugar water!"
