are they ticks or lice?
i suggest a veterinarian shampoo and bathe her often fixing the result of them coming back bathe her at least once a week or every other week or what ever it suggest on the shampoo.
if you buy very good shampoo the solution should last up till a month. then boost the effect with a flea/tick collar(optional).

2.insecticide for outdoors on the lawn (pet friendly bug killer for lawn) what i use to get rid of ticks for my dog and any other nasty insects. keep them indoors at least a day after the shampoo while the lawn insecticide do there thing.

if lice that's vet attention and shampoo.
and finding the source of the cause maybe from other dog?

you may want to try combing through her fur with a lice comb to while in the bath :(
