Pomeranian too big??

My roommate recently adopted a pom from a woman getting rid of her on the internet. She def got the dog from a puppy-mill so it's breeding isn't the best in the world but shes a happy dog with a good amount of energy and very very smart.
The dogs name issss whiskey now? She's got that kinda amber colour to her so it works and is less like childish than her last name, foxie. (though shes looks VERY foxy) but now my roommates going thru a quest trying to figure out if shes a spitz instead even though she has her original paperwork because shes almost twice the weight of my pom rizzo (where she decided she'd also love to get a pom, hes quiet and small and very lowkey also who i got from a killshelter and is probably a pom/papillon mix because he rarely sheds and has got those big ass ears)
I know puppy-mills are really abhorent but it's better than waiting for the dog to be thrown in the pound and then adopting her out. Anyone know if they mix spitz type dogs together because it doesn't matter while looking at a puppy or if shes just a big ass pom?

I had always assumed they came in more sizes than just breed standards but my roommate is having a hard time believing it. Also I think throwbacks can only be deemed throwbacks if they for sure come a purebred-small litter of pomeranians, she also thought whiskey was a throwback but it seems sorta unlikely aha
Also I didn't know shelters did that O: I've seen plenty of shelters just smack 'mix' at the end of EVERY dog though. Lab-mix, terrier-mix, pomeranian-mix, and that can be sorta frustrating since I'm sure they get paperwork from wherever theyre from and it seems like they really do ignore it. I think that's one of the things I disliked about the whole adoption process, it seems like all of my dogs information was made up? Maybe they didn't get any info from the shelter they picked him up from (I got him from a no-kill rescue who got from a kill shelter a few states away) it seems like his name was made up, his breed guessed, his birthday made up and with 0 information about his previous owners. He could have easily been a stray that was thrown in the shelter and then grabbed by this rescue but I wish I knew if that was case but they didn't even include that old paperwork either.
Teacup size ANYTHING is generally unhealthy. If a dog jumping off a couch breaks a bone, something's wrong with the choice to breed a dog that size
That's not OK. Legit breeders aren't in it for profit. When you're doing it right you actually lose money. It's for the betterment of the breed.
