Personal art vs commissioned art

So what is everyone's thoughts on this? A person commissions an artist for a piece. The agree on the price and the payment is sent. The artist then goes the extra step and tells the commissioner that their piece will be worked on during a specific day. Instead what happens is that the artist just works on their own personal pieces or some other commissions that they have floating around.
Should the person that paid the commission be angry/frustrated with the artist? How do you think it should be handled?
And just so it is clear I'm not against artists taking some time to do their own personal work. They need to relax just like anyone else and if working on a piece for themselves does that great.

I'm not sure how it should be handled, it depends really. If the person was counting on the art being finished at that date, they should be vocal about being lied to. If the artist let them know in advance about the change of plans, then it's not really an issue in the first place.
