tablet help!

I've a problem with my tablet on vista. On certain applications when I use the tablet a blue ring appears on screen and my cursor gets stuck. I'm pretty sure it's one of the settings I need to fix but I don't know which one. :(
unfortunately, it doesnt give very good....you know, for tablets..
