Does anyone know anything about computer that could help me?

MOVING FUND - 136$/6,000$
I am Dan, I am Ferret So every time I go to try and run sai and i try to draw it says "Not enough memory cannot complete this action"
and my computer is always running slow now and it won't do anything, and it can only focus on one thing at a time.
do i need to buy more memory for my computer? Right now my computer only has 3.50 gigs it can use
i'm getting really upset, i don't have enough to run sai and draw, and i don't even have enough to stream?? Its also really impossible to browse the web too, like if i go to FA and try to open up a ref it locks up my browser 15 times and it crashes it
and I don't have any viruses or malware, my computer is newly reformatted and only have a few basic things on it.
this journal was also a terrible time to write. it took like 5 minutes to load all my text and it kept locking up im getting so mad
