What would you do in a situation like this?

Ok, so I'm going to take a chance here and try to have a group discussion with whoever would like to give their two-cents. But basically I'm looking for your opinions and thoughts on a presented topic. So here goes.
The situation is late at night/early morning (about 4:30-5 am) , and a man approaches you and your partner asking if we could help him out at all(money) , and he did ask not order or threaten.
I've played through this scenario a dozen times in my head and have bee wondering if there would be a better way for me to have handled it. But really what would most of you have done here? I can share my event for all to know if you wish, I don't mind.

I can't blame or judge you for whatever reaction you had to the situation.
But for me, I'm always half and half on a split decision like that. I really don't know the exact statistics but someone told me a lot of them are some kind of an addict trying to score :/
Aweful situation where if I had something I could give I'd like to but am I really helping the right person though
