I tend to be flexible with my characters. Some of them I just say "This length of hair is ok- you style it however you want within the parameters of the length", while others have a couple specific examples (ponytail/bun/specific part).
My sona had a hairstlye that I wore for years. I recently cut it all off but her hair stayed the same. I don't think your sona has to match you in reality.

I actually like to see characters with hairstyle variations. Nobody wears their hair the exact same every day until they die! Mix it up sometimes haha

I agree that having some hairstyle examples of one character makes them more interesting

I think it goes without saying how often the character is used. Maybe the artist just decided a haircut was in order lol. I find I'm less likely to alter hair lengths in characters I dont use too often. I only have one oc who I play with colour and length often.

It probably is just anatural thing that characters that are used often and have a backstory experience more changes and updates to the design. That's a good point!

I say they should be flexible. That's what makes it fun after all. Most of mine don't have hair to worry about.
