I suppose that there should be a hole for the tail to go through unless the waistline of the garment is low enough to make it unnecessary.

Personally, I don't like clothes on furred anthros. Clothes on human are mainly to keep warm. The main aim is to replace fur.

For example, My sona an otter dragon. Otters are known to swim in freezing water. Why does he need clothes? Conclusion, he walks around naked most of the time because he doesn't need them and doesn't like them at all.

Or, what I prefer, an extra clip or button above the tail cutout that you can close it comfortably around the tail. Cause you don't wanna squeeze your backend poofiness through a tiny hole. °-°

And the cutout can be as large as you need. Lizards need underwear, too. X3
