They have a microtransaction system in place now reminiscent of the crate system from CS:GO, you get crates or 'safes' in PD2 and have to spend real money to buy keys or in this case drills to open them. These safes contain skins that can affect the stats of the guns they are applied to and it's not limited to just the DLC you have so you could end up with a skin for a weapon you would need to spend more money for the DLC just to use it.
One of the main people there stated a long time back they would NEVER put MC's in this game but now seems that they went back on that statement. But unlike CS:GO where the skins are purely cosmetic, these affect the stats of the gun itself so it's kind of making the game pay to win in some regards.
