I am not sure if this can be a thing or not but I wanted to make an angel dragon base pack but I want to make it pay to use? But is that allowed?

It's no different than having an adopt I think. I've seen p2u bases so I don't see why not. Even angels nest has their bases (most) linked through a patreon account
