Whats the best way to decline an art trade?

I had someone add me to their watch list on deviant art recently and when I thanked them they immediately asked for an art trade. But the problem is that I don't want to do art trades with people who A.) I have never spoken to before and B.) who aren't at the same level as me artistically just yet.
I told him I was too busy, but they want me to let them know the minute I become available.
I don't want to hurt anyones feelings, but at the same time, I don't want to have to draw out a full image to receive something I don't want.
So should I just ignore them, or should I set art trade rules that all my watchers should follow?

You could come up with a bunch of excuses, but they might ask more about the excuse. (eg. you said you're busy and they asked when you'll be available [you could just say "i don't know, sorry" and ignore them])
Or just say that you're not taking Art Trades at the time(or that you rarely/never take art trades)

Is blunt but acceptable.
you can outright tell them you don't feel you're at the same level, or that you just aren't interested.
As someone whose been on both sides of this, I can tell you: don't ignore them. A blunt truthful answer hurts a little, but its better than going silent.
probably just tell em right up about your personal requirements or just be blunt and honest that you're not interested.
