First thing, thanks very much to the people who have pointed this out to me.
So it appears I've hit an artistic miletsone. I have been officially art thefted by

So then. Is this the kind of thing that happens when your website id down for a while? Or is it just a random thing that happens. And what should I do about it?

Or just report to the site admins.
Eventually you either
A) Come to an understanding and the art is taken down
or
B) Discover that said person is a colossal tool.
If your answer is B you then ...
A) Go to the Administrator of the site , and contact him / her and have the art removed. Typically you'll need to show evidence of the theft, so make sure to have the art on hand.
B) Send your fans after the artist to make his life a living hell (Provided they don't do it on their own. Mine always automatically lynch thieves and tell me later. Kind of awkward, but it happens)

naw really contact the theif first ask him nicely lofg the converstion and if he doesnt talkt o the admins
First-- submit a ticket about the problem using the "Report Problem" link at the bottom of the page. (at the way bottom, next to 'privacy policy')
Second-- attempt to contact a moderator or administrator directly. Email may work, but pretty sure they've got IRC chat, maybe a live journal.. hell maybe even instant messengers. :>
Third-- Privately or publicly confront the guy.. though I would put this off to a last measure, as I really doubt that the admins wouldnt be able to deal with the guy once they get to the support ticket... and he may just brush you off or be an ass further (just a link to your FA gallery and site would suffice as solid evidence you're you, and he's not you : P )

Since I use Macintosh, I investigated this pretty thoroughly, and I got two different ones that I use, and there's no yearly fee.
I mean it's the internet and I put this stuff up, I expect it to migrate.. but claiming you (not *you* you, you're cool, but you know what I mean) did it? Sad.

1.) Talk to the website about this, and ask the administrators to take the picture down. This is probably not all that likely, as I have seen people battle this to no end with little results. The upside is I found you via e621 and came here.
2.) SIGN EVERYTHING with your full name and © mark on it. Name and date is important to show everyone that you are the artist. Also, maybe put in your web-address in somewhere.. or email address so people can contact you if needed.
3.) If you can, put a watermark in on your art. You can do that in PhotoShop easily enough. Just make a new layer with a text box over the entire image. type in your copyright info with maybe your web address too, then set to maybe 20% transparency... Simple and easy.
