We as artists are definitely 100% allowed to cancel commissions and refund clients.
I do not want anyone think that it is unacceptable for artists to terminate a commission on their own terms- whether it is because they can't find the time, they have sudden personal issues pop up, or the client become hostile or passive aggressive and makes the artist uncomfortable.
I am very lucky that my clients are all very wonderful people who I am very happy to work with no matter my personal mood. Sadly not every artist has that luxury.
TL;Dr if you are shitty to an artist they are 100% allowed to terminate your commission as long as the money used to pay for the commission is returned to the client.

Though to be honest even ifa commission is too hard it's completely okay if an artist wishes to drop a commission.
Challenges are not always good. If someone gives me a heavily tattooed character, I'm sorry but I'm not going to sit here and bang out the details because I shouldn't be allowed to quit cause it's hard.
I'm the artist, it's my choice to accept or deny :v
So originally it's like oh man that tattoo doesn't look so hard, I could possibly do that-- then it gets down to it and you realize there's a bunch of nitty gritty details you didn't really process the difficulty until you start working on it.
It sucks, yeah, but in the end you're saving money I guess lol. Or you just find another artist. I've had people turn down my character simply because 'curly hair is too hard to draw', and it's a bummer, yeah, I feel a little burned, but then when it gets down to it, there are plenty more artists to pick from and as long as I get my money back, the artist doesn't owe me anything :y
Art is a business!! Would you walk into a store and treat people this way?! People need lessons in manners.
