In the modern era, it was Geoffrey Chaucer who popularized the notion of a day for pranks with his book, 'Canterbury Tales', in 1392 and was realized with the 'Feast of Fools' during the mid & late Medieval Period in Europe. It's 'purpose' isn't to really lie but to pull pranks which is done in good-humor .

In the modern West (and especially in the USA) many feasts & festivals are either nonreligious or becoming secularized; western culture is moving away from the church; this is for cultural reasons: the church suppressed thought & expression for 900 years and now we are free. Freedom has become our supreme virtue and anyone who takes it away is evil.
