Wanna buy a steam key and can't

tattoorexyI wanna give a game to someone ('Keep Talking and Nobody Explodes') but... well... fuck steam and its rules that don't let me buy a gift on the official page to give it to someone via steam if it's not in the same region as I
So my only choice is to buy a steam key, but since I have no credit card I must use Paypal.
BUT!
In every page I try, they have the Paypal option but they still ask me for a credit card! Even if I have more than enough money in my paypal account u.u
So if... for any reason... anyone has a valid steam key for that game, I'm very willing to trade it for a commission of mine (painted with one character or chibi with 2 or 3 characters) ;w;

I've bought gifts for friends in America, and I'm in Australia, so unless you mean region-specific games, I doubt that's the case. You've localised your currency, right? Like, you aren't using canadian dollars or something for whatever reason when you're in America?
I dunno, but... Maybe you could try contacting steam support? they usually fix this sort of thing.
