Good PC for drawing?

Within some months I am planning to get a "Microsoft Surface Pro 3" mainly for drawing. From what I read it's roughly a nice balance between quality & price that I can get for around 500$ to 600$. Currently on my PC I draw using a mouse and have done so always, so the idea of drawing on a touch screen PC is amazing to me as I always preferred drawing on paper over other ways, because nothing beats taking a pen/tool and drawing on the surface of the image itself.
But is a Surface Pro 3 a good PC? Or is there a better touch screen PC for around 600$ or less? Let me know if something comes to mind. ;)

However they dont have a dedicated graphics element to their hardware, which can limit you depending on your software.
To be honest it might be worth investing in a Wacon Tablet or similar.
Then a Surface Pro is a good choice. Only thing to consider is a choice between the Pro 2 or the Pro 3. The Pro 2 has a nice hard glass screen, while the Pro 3 has a plastic one with some flex from what I understand. You might just need to compare the specs and price of them both and see which is more worth buying. There are other options too of course, but I'm not the person to ask for that.
