Hey guys. Does anyone happen to know some easy software for frame-by-frame hand drawn animation? I need it just for fun and professional software with it's licenses above 100USD/month is a bit too heavy for me atm. I need a cheap-ass solution =D

This is evidently the program Studio Ghibli uses, and it's free.
A little hard to learn, though.

You could try Pencil2D and PAP4 to make the sketch of the animations and export it into frames, then just draw it in SAI or photoshop /or any the art program you use/
Pro only allows 20 frames or so while Ex allows unlimited
If he doesn't own clip paint Pro he'll have to heft out $220 USD but if he does then its just a upgrade for about $170 USD.
If he doesn't mind just doing 20 frames per thing then just collab it together without spending all that much. Pro costs about $50 USD to bad he missed the sale they just had.. Everything was dirt cheap.
I use adobe flash professional software (though I hadn't touch it for a while).
But it has a lot of tutorial for up to date, and has other program to use as aside for extra effects and features.
And now has a special software called adobe animation cc, specialize for animation.

And btw. I would love to see frame by frame animation made by you. But you understeand this can take shitload of time, right?
Krita 3 has pretty good animation tools, but it can't export to gif yet so you'll need to export all the frames, then open them in gimp to make a gif.
ToonBoom Harmony is apparently REALLY good for stuff, it's what more american based animations are done with (Rick and Morty, Futurama, etc.)

if you did mean paper and pencil, flipbook lite is pretty cheap.
you can even animate if photoshop if you have that. it's weird, but it works.

Good full featured and free 2D animation software.
you can then clean up and composite in Adobe Aftereffects for a good polished effect.

And "The Animator's Survival Kit", by Richard Williams.
Not sure if it's what you're looking for, but take a look at Spine; it's mainly for 2D animations for games, but it seems pretty versatile in what it's capable of.

ToonBoom works quite nicely.
TVPaint is probably the top choice out of current programs on the digital side.
If you're looking for something to use with a downshooter though, Dragonframe is a good one for that.

I'm currently learning TVPaint. So far, I like it better than flash as far as how it looks, but I had to watch a few youtube tutorials to really get going.

You can do the exact same thing in PS, frame by frame with effects, and exporting it is very simple and easy to custom. If you familiar with the program already you might want to look for a tutorial how to do it. You basically just open a frame bar and make the layers visible based on timing.

A very good friend of mine uses it for her hobby animated series and it works awesome and looks wonderful.
I don't know how expensive the license is, though. Otherwise you can look into ToonBoom, which
is used a lot nowadays in animation studios.
