Typically, if one is given permission to upload their art on their gallery and does so, but also wants to post it onto a second gallery later on, is it considered proper etiquette to ask everyone again for permission to do so?
I'd rather not be on the receiving end of art permissions social justice or anything for an innocent mistake, so I wanted to ask and make sure. It's probably a silly question, but the one time I assume something is okay...

"When in doubt, ask" - so I'd imagine that if you have your doubts, it'd be the polite thing to do if you're not sure :>
In this case, if you've already asked for, and received, express permission to post commissioned art in one of your galleries, it's safe to assume that this permission will automatically extend to any other galleries you've created for similar purposes.
Of course, if you're sufficiently paranoid (and don't mind making it obvious), you can feel free to ask again and remove all doubt. I don't believe that's necessary, though.
Just remember to credit the artist!
