Second, criminals do not obey the laws anyway so why would they hand their guns over? They are criminals for a reason. Why would they start obeying the law when it comes to handing guns over? Plus, I believe that it is the 'revolving door prison system' we have that is to blame, at least partially.
I will admit I am not quite as knowledgeable as I would like but I try to learn everyday.
It is sad that the world is this way with a corrupt system and many corrupt cops too (one of which almost tackled my mom because she was jaywalking WITH A CANE! More about that in recent journal)
