I really need to know what to do about my paypal or so.

Ok, first of all, Im still stuck on what should I do now that I dont have a verified account in paypal. I have a bank account in the USA, but right now I live in Venezuela.
I dont have either a credit card or debit card, only a saving account in wells fargo and a ATM card.
I tried link my saving account, but for some reason it keeps telling me that I cant link the back because it is disabled at the moment.
now, however, i read about Neteller, wich is a site paypal-like, and can give me a virtual credit card for free! that means I can use that credit card to verify Paypal, and its done!
the problem? i need a minimun of 2 dollars in Neteller, both to the virtual card and to verify paypal (paypal sends deposits to verify the cards, I think) so I still need money, but in neteller. Right now, I'm in neobux, earning $$ to add them to my neteller account, but in neobux, Im earning them really, really slowly, like, barely a few pennys a day, and apparently, neobux ask for fees, perfect.
and meanwhile, I got 30$ pending in the paypal account, that I cannot accept, because i need a credit card. And Im scared because I dont know what will happen to those 30 dollars if I dont accept them in a long time.
Essencially, I need help for it, I honesty dont know what to do, maybe I was thinking that someone could please help me by creating his own neteller account, and after that account has been verified, they could send me like maybe 5 or 8 dollars to my account in neteller, and after I managed to have the credit card, and verified the paypal account, I will send the money back to the person that help me no problem.
thats just my idea, i dont know what to do, you guys know what can I do?
And please, dont tell me to call the bank, im in Venezuela. its not that easy.

I can't remember, but I don't think PayPal will allow you to set it up with an American bank account/card if you're in a different country... I can't remember how it worked when I set mine up, but you can try it.
If that doesn't work... you say you're currently living in Venezuela? If you're planning to be there for a while then why not just get a bank account there?
I already said I dont have debit cards, and I tried using the Atm card I have, but It doesnt have the requisites.

I dont know if thats the problem, wich I think it is not, but in any case, what? should I lie about being in another country? I hear that some venezuelans here actually did what Im doing just fine with neteller and paypal.

imposible to work like that, we have a strict control over the $$$ and only the goverment has them, there is no free change. Which means that only by having a bank in the exterior, it could work.
OK, does neteller accept payments from PayPal?
