Commission problems

So a question to y'all.
How long do you generally wait for a commission till you start considering wanting a refund. And i know there's a lot of factors that could help you wait longer or make you want a refund a day later but humor me here.
There's one person i got a commission from a long while back, and they told me they'd immediately work on it and gave a general deadline. Waited a month, way past the deadline ands bugged them. They explained their reasons and i accepted and waited for them to contact me that they were free to start. A month or two later they told me they were good to start and they'd get in it asap.....it's been a month and then some and still nothing and feel bad bugging them but man when i get told "I'll get it done asap" i expect asap. (That's why i prefer not to hear deadlines because I'll wait forever. I know i have commissions I've waited a year for and i was cool with it because they kept me in the loop. This one i see no updates from whatsoever and blah)

1. Could they have forgotten? Or, could the system of communication used been botched up, preventing you from receiving their confirmation that it's been complete?
If the answer is no:
2. Are they still taking on more work?
If Yes:
3. Are they completing it and getting the it out while you still haven't heard anything?
If Yes:
4. Do you feel at this point like it will ever be finished if you don't ride their ass about it?
If No:
Probably get a refund.
That said, obviously there are outstanding conditions and certain commission types are usually done out of order (ie stream commissions), and we know that if someone's primary job is art, they have to keep taking commissions.
Also:
If they have a queue, is your work listed? If it is, they can't claim to have forgotten it. if it isn't, then the first thing you should mention is if they have forgotten.
I think being able to provide progress shots upon request (within a reasonable amount of time) isn't a big thing to ask if an artist, as one of the worst things people can do is promise you a thing and run off with your money, even if unintentionally.
OH but then I wonder if they could have been affected by the FA password reset thing? If you have an alternate contact then that's no issue. Id say contact them asking for an ipdate, and if they are unable to provide it, then a refund. It seems fair.
(In my case it's too bad trades and raffles don't apply...id been disappointed a bunch by artists I really liked on the past because of those)
