Network Interface Device(?)

So after moving into my brother's place a while back, it was immediately discovered that his apartment that had been converted from an old shed, did not have any phone service. The only utilities that it has at the moment is electric, gas, water, and coaxial cable run by Comcast. I'm choosing to run Verizon's Enhanced DSL that'll give me speeds up to 15Mbps in my area, as I really don't feel like dealing with Comcast's BS service. I'd much prefer to run fiber optic, though sadly that is not an option where I am currently residing.
I have run my own phone lines before from a central point where the line comes into the house, as it is only four wires to hook up, each its own color. But as me and my brother walked around the outside of his apartment, we discovered that there was no phone wire coming off the pole, nor a network interface device. Is this something I would need to get a Verizon tech out, or is this something I can install myself?
Any helpful suggestions are greatly appreciated.

If your home is in range for FIOS, they will not run a copper cable, but will run optical fiber and put the box on the side of your house. Then you will also have to let the tech into the house so they can put in the power box with battery backup and plug in the power supply someplace inside. If they do that to you, your phone service will die a few hours after the power goes out, unless you have the fios box on a backup generator circuit, or insist that they put in the additional power option that allows you to run the thing on a stack of D cell batteries. (not all of the fios boxes allow this option, and the sales weasel will not know that such an option even exists. so tell them to transfer your call to a different person who knows the product line better. )
