General
1, Mina and the Count
(This show scared the life out of me when I was a kid but I liked it, plus this show adds an added extra as Mark Hamill played the voice of The Count, who knew) https://en.wikipedia.org/wiki/Mina_and_the_Count
2, Ahhhhhhh! Real Monsters
(Back when Nickelodeon was at it's prime the good old 90s)
3, Mr Bean
(I mean c'mon Blackadder himself you can't go wrong with Rowan Atkinson)
4, The Trap Door.
(I don't know if this show was aired in America but during the 90s I never missed this show always waiting what sort of monster would crawl out of the trap door today) https://en.wikipedia.org/wiki/The_Trap_Door
5, TMNT 2003
(I actually thought it was better than the 90s version and especially better than those things that Michael Bay made)
6, Nightmare Ned
(I must say Disney did in fact have it right with Nightmare Ned) https://en.wikipedia.org/wiki/Nightmare_Ned
7, Oh Yeah Cartoons/Fairly Odd Parents
(I remember after school I used to watch them these cartoon clips)
8, Goosebumps
9, Street Sharks/Extreme Dinosaur
(They were kind of a rip off from TMNT but they were good)
10, Two Stupid Dogs
(See Dogs are stupid and this show proved it back in the 90s, but it was funny and it still makes me laugh today)

I did record the very first episodes of the first and second seasons Tmnt 2003 and re-watching them a lot. I think because it made me feel invested in the darker story, the action was more intense (though still to a kids show level), nicely developed characters, and the well detailed animation. Not since the 1990s tmnt movies did get so interested in the atmosphere, characters and story.
Heh I definitely remember Goosebumps and a lot of its incarnations, despite some flaws. It's a shame that the goosebumps movie was a disappointment.
The 90s did give us some memorable anthro cartoons, like Extreme Dinosaurs Street sharks, Swat kats, and Biker Mice. I also do miss 90s 2D animation it just had more details and such.
