I would look up the exact statute because there's usually a small trader exemption.
But that sucks. It seems really restrictive for sole traders, or tradesmen/artists. I don't know what country/jurisdiction you are in so I cannot check for you.

the exemptions out here are for children and non profit organizations. neither of which i am lol

thats for tax purposes. For a license, you need to be running a business in the city. Which I am.
Even if the business is a failing piece of crap with no customers, its still a business and it still needs to be registered.

You only need to report anything over $6k a year, and what business is this? Doing art online like this isn't exactly a business.

i also provide stuffed animals as well as digital artwork . my city considers a business to be anything where you provide goods and or services in exchange for monies.
