Artist appears to have gone dark

I'm starting to wonder if I truly am unlucky when it comes to getting art. I threw 40 bucks at 
Hessonite nearly a month ago for a YCH animation. And of course I have not heard from him in a few weeks. He has not been responding to my notes and I have yet to even receive a WIP from him.
Is this normal? Because I don't think so.
Edit: Turns out there was terrible flooding in Lousiana, where the artist lives, implying he is dealing with possible flood damage.

Unsure where in the state he lives, but it just might explain whats going on with him.
