Sort Of At A Loss

So... I bought two commissions from the same person in September 2015.
I got one of the two on October 6th.
I'm still waiting for the second one.
I know that the person took a long hiatus (a few months easily).
The picture was $15.
I sent them a note in September 2016... heard back from then in October.... They said they were slowly getting back to the swing of things and said that they would show me a WIP soon.
I haven't heard anything back from them since then....
I'm sort of wondering what I should do.
Last thing they posted was on December 4th... and I think it was a gift.
And the other things they posted recently were gifts.
I don't want to ask for a refund but at the same time I do cause $15 can do me a lot of good right now.
But also like... I'm not sure if I should bother them about it or not?
Like I fully understand what life can be like and I don't want to put pressure on anyone. I really do get it.
But it's been a year and two months now.....
I've waited for 3+ years for a commission before (which I only got half of in the first place, but I gave up on that artist a long time ago).
I don't want it to turn into that again...
I agree with Wolfehpoo - ask for a refund.
I think it's too late to do a chargeback maybe, if you paid with PayPal, but still.
And if they don't do it - make an Artist Beware!
If they have the time and energy to make gifts for people, then they have the time and energy to do their job, and if they aren't doing the job, then get your refund.
I don't mind waiting a couple of months... Like even 6 is fine for me.
Cause like... I get it...
But it's also just....
Disheartening cause I rather like this person.
It can be tough, but part of providing commissions is being responsible.
