I think it's best to talk to that person about your commission, to me that kinda sounds like a situation for a commissioner warning type of thing.

I agree with Wolfehpoo - ask for a refund.
I think it's too late to do a chargeback maybe, if you paid with PayPal, but still.
And if they don't do it - make an Artist Beware!

Honestly, I say just ask for a refund. If you've been waiting more than an entire year, that's a big red flag.
If they have the time and energy to make gifts for people, then they have the time and energy to do their job, and if they aren't doing the job, then get your refund.

I hate asking for refunds but I might.

Well PayPal after a few months you can't do a charge back... And this has been a year.
I don't mind waiting a couple of months... Like even 6 is fine for me.
Cause like... I get it...
But it's also just....
Disheartening cause I rather like this person.

Simply put you exchanged money for a service you didn't get. It isn't your fault life has gotten ontop of the artist money is a cold uncaring thing and you shouldn't be expected to give money upfront for a service you don't reserve for months down the line. You've already waited and were sympathetic to their situation but you aren't obligated to do it any longer.

When a person does commissions it is their responsibility to get them done in a reasonable amount of time, or to keep the client updated on the progress of the work. At this point they should either give you what you paid for, or refund the money.
It can be tough, but part of providing commissions is being responsible.
