It's not a drop, actually. It's an artisan added in adventure mode (at least on PS4) that does a bunch of things with those act-specific crafting materials Tyrael gives you.

It's pretty fucking handy.

For one of every act Crafting Material you can destroy a legendary and equip the effect without having to equip the gear.

And loads more! You totally gotta get it to mess with it yourself!

...mainly because I have yet to use it XD
