It's basically a Spanish term for the category of authoritarian, populist dictators that ruled many Latin American countries throughout their history, especially during the Cold War(many of them quite often backed by the US and the CIA), it often translates to "strongman" not unlike dictators in Africa and the Middle East as well.

I think that's the issue though, anyone with the ability to get here has probably made a note not to even bother with us XD or just sit back, wait, watch, and sweep in and clean up after. That's what I would do.
