Confusing MOBA surrender systems?

What the fuck is up with the illogical voting systems in MOBAS? Smite and LoL have it, so I assume DOTA has it as well.
What im refereing to is this.........
When a team starts a vote for surrender, 5 players vote yes or no, FOR WHATEVER REASON IT REQUIRES 4/5 OR MORE TO SURRENDER????
3/5 logically means the mojority wishes to surrender, so why does it require 4?
IT DOESNT MAKE SENSE AND IT HURTS MY BRAIN.

They want the game to go longer but that my only conclusion or they're trying to make people angry deliberately and laughing their ass's off as they watch our games X/
