Is this fair? commission setup question (s?)

QUESTION~! If i setup a commission with artist A recently and they want to do more work, i say no not right now and go to artist B and get something done by them instead, the next time i need something from artist A again ill contact him or her down the road and get something done!
My question is, is that fair? is that fair to both parties?
Im currently compiling a list of people that i have been in contact recently and in the past that i have not got art with and i want to set up some sort of system thats fair for all parties involved! Any advice would be greatly appreciated~! <3

- would ultimately be unabe to make a certain time frame.
Could be fair, but ultimately it's your choice who you's spending your money with. if Artists A s in desperate need of said money and you feel more ablidged to help, tip perhaps or just state your piece. long as you don't feel like they're making you Buy it or feel super/Mostly guilt about there situation and very much 'Should' buy from them just cause.
