Why Aren't There More Anthros in the DC Universe?

So, you remember how in DC comics and cartoons, Cheetah became an anthropomorphic cheetah through experimenting on herself due to lack of funding and subjects willing? So, my question is, if she's so bad, after she became a freak, why didn't she "force" people to become anthro subjects themselves. Now, I haven't read every comic, so there may be a chance she did, but as far as I can tell, Cheetah is the only anthro in the DC universe. And why? Because she's only bad because no job will take her, and she needs money if she's to continue her research, and possibly find a cure. She's not a loon like most of the other villains we see. My theory, she's only a villain for a just cause. Even though she may show at times she likes to be a cheetah more.
Now some of you may point out other villains have animal DNA like Copperhead, but seems to be more on the order of splicing certain parts of the body. Cheetah went all out, fur, instincts, and everything. All that was left was her bipedalness, and her intellect.
But why do you think Cheetah didn't "force" more people to become test subjects for her research?
