So someone watched me...but I'm on their block list?

This is the journal header. Nothing to see here, get to reading the actual journal yah goof!
I've never even seen this user before. They watched me so I went to give them a thank you shout:
"You appear to be on [Username]'s block list, your shout was not added"
Uuuh, okay? So that's a thing that happened xD Never spoken to this user before, like I said, never even seen them.
Suppose my sheer brilliance must have astounded them so they just wanted to click ALL the buttons.
